HARBOR MASTER : Knowledge, experience and ability to manage the key operational areas/divisions of; maintenance and search and rescue. We are looking for a candidate with a combination of excellent technical, managerial and communication skills. Required: U.S. Coast Guard Boat Operator’s License. Any combination of experience and education equivalent to a bachelor’s degree and six years of progressively responsible supervisory experience managing a large municipal, other public and private marina (300+berths), commercial fishing harbor or yacht harbor as a senior manager, including at least three years of experience supervising subordinate personnel and management of waterfront operations. Valid driver’s license required.

Annual Range: $$82,830.27 - $126,716.82

HARBOR MASTER - Job Description

GENERAL DEFINITION
Under the direction of the General Manager, the Harbor Master provides direct management and oversight of the day to day operations of the San Mateo County Harbor District facilities Pillar Point Harbor and Oyster Point Marina.

DISTINGUISHING CHARACTERISTICS
The incumbent is accountable for accomplishing goals and objectives for the Harbor and Marina, and furthering the achievement of District goals and objectives within general policy guidelines. Overview of the role includes:

  • Management, safe and legal operation, and maintenance of the Pillar Point Harbor (369 berth) and Oyster Point Marina/Park (455 berth) in compliance with current laws and regulations and enforces Harbor District Ordinance Code, rules, policies and procedures.
  • Planning, researching and informing the General Manager on future strategy regarding operations of the Pillar Point Harbor and Oyster Point Marina.
  • Ensuring best use of financial and operational resources.
  • Overall responsibility for health, safety and security of the Harbor and Marina.
  • Responds to requests for service from tenants, lessees, and potential customers; ensures that facilities and equipment are maintained in a safe, clean and orderly condition; addresses security, navigational, noise, trash and other issues as required.
  • Provision of leadership and responsibility for developing effective working practices of harbor and marina staff.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Under direction of the General Manager, acts as the liaison with governmental agencies including but not limited to, State of California Department of Boating and Waterways, U.S. Coast Guard and local law enforcement and safety offices.
  • Oversees the assignment of permanent and temporary berth spaces, slips and parking designations, checking on small craft documentation and registration procedures; oversight and management of rental agreements for compliance.

Provides information and other customer service to tenants, lessees and harbor visitors, and ensures that all policies and procedures are explained and understood.

  • Assists in expenditure and preparation of and administration of the Harbor and Marina budget. Supervises expenditure of budgeted funds and reviews performance on a monthly basis.
  • Directs and evaluates the work of Harbor and Marina staff.
  • Assists the General Manager in selection of harbor staff, provides for the instruction and training of staff, and provides policy and procedural guidance.
  • Ensures programs are in place to manage environmental and regulatory compliance. Conducts audits in these areas on a regular basis.
  • Acts as liaison with other government agencies, local law enforcement, safety office, yacht clubs and other groups who may use Harbor and Marina facilities.
  • Directs, coordinates and carries out fire prevention, safety, security and protection programs for Harbor and Marina facilities and boats berthed at the Harbor and Marina. Directs and coordinates emergency response and search and rescue operations, first-aid operations on the waters in and adjacent to the Harbor and Marina. Responds to emergency and/or weather situations as required; protects boats and other property as necessary.

QUALIFICATIONS
Knowledge, Skills and Abilities Required:

KNOWLEDGE OF:

  • Boating safety and enforcement techniques and procedures.
  • Small boat handling and rescue techniques.
  • Supervision and management techniques.
  • Applicable laws pertaining to boating, harbor and marine environmental regulations and the local, state, federal, and regulatory organizations having jurisdiction of these laws and regulations.
  • Basic principles of public agency budgeting and contract administration.

ABILITY TO:

  • Plan, organize, coordinate, delegate and supervise the work of harbor and marina staff as well as maintain excellent records and maintain good working relationships with associates, the public, and other agencies. The position requires clear and timely communication with the General Manager, other District staff, other public officials and private citizens.
  • Functioning as a member of a senior management team, and cooperate with and support of General Manager.

EDUCATION AND EXPERIENCE
Any combination of experience and education equivalent to a bachelor’s degree and six years of progressively responsible supervisory experience managing a large municipal, other public or private marina (300+) berths), commercial fishing harbor or yacht harbor as a senior manager, including at least three years of experience supervising subordinate personnel and management of waterfront operations.

LICENSES AND/OR CERTIFICATES
Class C California driver’s license and insurable under the District’s policy; U.S. Coast Guard Boat Operator’s license; Penal Code 832a Law Enforcement Training; First Aid Certification, and CPR.

SPECIAL REQUIREMENTS Essential Functions:
These functions may be performed with or without reasonable accommodation:

  • Use dexterity and vision necessary to operate computer equipment with a high degree of productivity and accuracy.
  • On a continuous basis, incumbents must sit at a desk and in meetings for long periods of time.

  • Perform simple gripping, grasping and fine manipulation. In addition perform repetitive keystrokes on both a computer keyboard.
  • Use a telephone and communicate through written and electronic means.
  • Develop and maintain cooperative relationships.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
The duties of this class are generally but not exclusively performed in an office setting. However, the position requires sitting, standing, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, and make repetitive hand movement in the performance of daily duties. The nature of the work may also require the incumbents to walk on level, uneven, moving and slippery surfaces, climb ladders and steps attached to docks and vessels, and drive motorized vessels.

Must be willing to be fingerprinted for submission to the California Department of Justice. Must be willing to respond to off-hours emergencies and to work weekends and holidays upon occasion.
