Description: The City of South San Francisco entered into an agreement with the District to manage the OPM.  As part of the agreement, the District must evaluate docks 1-6 
Justifiction: Docks are over 30 years old and need to be replaced.

  2) Infrastructure Improvements are Guided by Comprehensive Long-Term Planning
